Belief in Divine Decree, or al-qadar, is an indispensable pillar of Islamic faith. It teaches that Allah encompasses everything in His eternal knowledge, has written all destined events, wills whatever takes place, and creates all existence. Status of belief in divine decree

Belief in Divine Decree holds a lofty station in Islam, forming an essential pillar without which faith is incomplete. The Quran opens its praise of the righteous in Al-Baqarah 2:3 by emphasizing belief in the unseen, and destiny is among the greatest concealed realities that Allah has veiled from creation. The Prophet confirmed that faith requires believing in destiny, both its good and its apparent harm.
The concept appears repeatedly throughout the Quran to firmly root trust in Allah's governance within human hearts. As Ibn Abbas explained, belief in decree is the very organizing system of tawhid (monotheism); whoever affirms Allah's oneness while denying His decree unravels the integrity of their monotheism.
Religious devotion cannot remain upright without accepting Allah's decree while actively obeying His commands. When the Prophet explained that every person's ultimate dwelling is already recorded, companions asked whether they should abandon effort and simply rely on what was written. He instructed them to continue working, explaining that each person is facilitated toward that for which they were created, citing verses Al-Layl 92:5-10 where sincere giving, piety, and belief in goodness are met with divine facilitation toward ease.

Levels of divine decree
From the paper: «ثانيًا: مراتب القدر»
Sound faith in Divine Decree requires accepting four comprehensive levels:
- Knowledge (al-'ilm): Allah possesses eternal, all-encompassing knowledge of all things before they exist, as shown in Al-Baqarah 2:30, Luqman 31:34, Al-Jathiyah 45:23, and Al-An'am 6:53. He knows the reality of every soul and places guidance or misguidance with absolute wisdom.
- Writing (al-kitabah): Allah recorded the destinies of all creation before fashioning the universe. This encompasses worldly outcomes, deeds, and lifespans, preserved in the Preserved Tablet (Al-Anbiya 21:105-106, Ya-Sin 36:12, Al-An'am 6:38, Hud 11:6).
- Universal Will (al-mashi'ah): Whatever Allah wills happens, and whatever He does not will never occurs (Al-Insan 76:30, Al-An'am 6:35, Yunus 10:99, Hud 11:118, Al-An'am 6:112, Muhammad 47:4, Al-Qasas 28:68). Human choices operate entirely under divine permission. Scholars distinguish between Allah's universal will, which allows events to exist, and His religious will, which reflects what He loves and commands (Az-Zumar 39:7, Al-Baqarah 2:205, Al-Baqarah 2:185, Al-Isra 17:16, Al-A'raf 7:28).
- Creation (al-khalq): Allah is the sole Creator of all that exists (Al-An'am 6:102, Fatir 35:3, Al-Furqan 25:3, An-Nahl 16:17, At-Tur 52:35). Because human beings and their capabilities are created, human actions are also created by Allah (As-Saffat 37:96). Human "creation" merely rearranges what Allah has already created (Al-Mu'minun 23:14).

Using divine decree as justification
From the paper: «ثالثًا: الاحتجاج بالقدر»
Every believer must acknowledge that Allah possesses complete wisdom and cannot be questioned about what He does (Al-Anbiya 21:23). He bestows strength, offspring, sovereignty, and provision according to His will (Ar-Rum 30:54, Ash-Shura 42:49-50, Al-Baqarah 2:247, Al-Baqarah 2:269, Ali 'Imran 3:37). Consequently, using destiny as an excuse for committing sins or failing in obligations is strictly prohibited.
Allah never burdens a soul beyond its capacity (Al-Baqarah 2:233, Al-Baqarah 2:286). The Quran guides believers to respond to affliction with patience (Al-Baqarah 2:156), and to respond to sin with remorse and repentance, as Moses did in Al-Qasas 28:16. Using destiny to justify transgression mimics Satan (Al-A'raf 7:16) and the idolaters (Al-An'am 6:148, Az-Zukhruf 43:20), who falsely argued that their pagan practices were approved because Allah permitted them to happen. Allah dismissed their claim: had their argument been sound, divine retribution would not have fallen upon them.
Blinding of the heart (Al-An'am 6:25, As-Saff 61:5, An-Nisa 4:155, Al-An'am 6:110, Al-Baqarah 2:10, At-Tawbah 9:125) occurs as a consequence of persistent ingratitude (Al-Adiyat 100:6). No person knows what is written in the divine decree beforehand; therefore, using it as an excuse for disobedience is pure falsehood. However, as scholars clarify, one may refer to destiny to accept past unavoidable calamities, but never to justify active sins.

Fruits of belief in divine decree

Internalizing faith in Divine Decree yields immense practical and spiritual benefits:
- Freedom from despair and vanity: Knowing that everything was inscribed prior to existence protects you from paralyzing grief over losses and prevents arrogance during success (Al-Hadid 57:22-23, Az-Zumar 39:49). The believer rejoices with gratitude and sorrows without resentment.
- Tranquility of heart: Realizing that hardships occur solely by divine permission grants inner peace (At-Taghabun 64:11, Al-Baqarah 2:155-157). As Ibn Taymiyyah stated, recognizing Allah's decree during calamity fosters calm submission.
- Continual gratitude: Acknowledging that every gift stems from Allah's decree cultivates humility and thankfulness (Ibrahim 14:7). This was demonstrated by Dhu al-Qarnayn (Al-Kahf 18:98) and Solomon (An-Naml 27:40), in contrast to Qarun's pride (Al-Qasas 28:78).
- Awe of Allah's attributes: Reflecting on decree highlights His infinite power and knowledge, visible in the gift of children (Ash-Shura 42:49-50), the celestial order (Al-An'am 6:96), and the human life cycle (Ar-Rum 30:54).
- Courage amidst peril: Believers face difficulties with fortitude. When hypocrites rejoiced over early Muslim setbacks (At-Tawbah 9:50), Allah instructed the faithful to proclaim that nothing befalls them except what He has written for their ultimate good (At-Tawbah 9:51).

Creation and divine decree

Creation is the realization of decree. When Allah commands an outcome, He says "Be," and it is.
First, decree is an unsearchable divine secret. Allah is not questioned about what He does (Al-Anbiya 21:23), and the unseen belongs to Him alone (An-Naml 27:65). Muslims accept revelation regarding decree without engaging in contentious speculation.
Second, decree encompasses every created entity (At-Talaq 65:3, Al-Qamar 54:49, Ar-Ra'd 13:8). Every creature has its size, function, time, and cosmic harmony deliberately ordained (Al-Furqan 25:2, Al-Qamar 54:50). This precision is apparent in the orbits of the sun and moon (Ya-Sin 36:38-40), the measured alternation of night and day (Al-Muzzammil 73:20), human conception and formation (Abasa 80:18-19, Ash-Shura 42:49-50), and the regulated descent of all provisions (Al-Hijr 15:21).
Third, whatever Allah has decreed will inevitably occur. Nothing can obstruct His command, such as the virgin birth of Jesus (Maryam 19:21, Ali 'Imran 3:59), His preordained decrees (Al-Ahzab 33:38), or the instantaneous resurrection of humanity (Al-Baqarah 2:117, An-Nahl 16:38, Ya-Sin 36:78, Ya-Sin 36:82, An-Nahl 16:77, Luqman 31:28).
Fourth, all things operate within an appointed term (ajal). Allah has set precise durations for worldly life and resurrection (Al-An'am 6:1-2, Al-Baqarah 2:28), the Day of Judgment (Hud 11:103-104), and astronomical systems (Ar-Ra'd 13:2), all recorded in an unalterable decree (Ar-Ra'd 13:38).

Dealing with divine decree

The Quran outlines clear principles for living in harmony with divine decree:
- Contentment (al-rida): Contentment with Allah's act of decreeing is obligatory (At-Tawbah 9:100). Regarding what is decreed, obligatory acts of worship must be embraced, whereas sins must be detested and corrected (Al-Qasas 28:16). For afflictions, patience is mandatory while contentment is an exalted virtue (Al-Ahzab 33:22).
- Patience (al-sabr): Patience is obligatory when enduring fear, hunger, or loss (Al-Baqarah 2:155-157, Yusuf 12:84). Believers are commanded to seek strength through patience and prayer (Al-Baqarah 2:153), assured of Allah's support (Al-Baqarah 2:137, Maryam 19:76) and limitless reward (Az-Zumar 39:10).
- Contemplation: Observing cosmic harmony (Al-Muzzammil 73:20, Yunus 10:5, Fussilat 41:10, Al-Furqan 25:2) inspires deep reflection. The thoughtful ponder creation and recognize that life was not formed in vain (Ali 'Imran 3:189-191).
- Taking practical means (al-akhdh bi al-asbab): Trusting decree does not replace action. Believers take lawful measures to avoid or treat hardship: Job was commanded to strike the ground with his foot for healing (Sad 38:41-42), Mary was told to shake the palm trunk for dates (Maryam 19:25), and Moses was told to strike the sea with his staff (Ash-Shu'ara 26:63).
- Choosing truth: Allah granted humans intellect and volition to choose between right and wrong (Al-Insan 76:3, Al-Balad 90:10, Al-Kahf 18:29, Al-Hadid 57:17). By contemplating signs (Al-Baqarah 2:259, Al-A'raf 7:185, Qaf 50:6-8), those who sincerely strive are granted further guidance (Al-Ankabut 29:69, Muhammad 47:17, Al-Muddaththir 74:31).
