At a glance
In Islam, every religious duty is anchored to a defining principle: human capacity. Allah never burdens a soul beyond what it can bear, nor does He command the impossible. When He obliges us with prayer, fasting, pilgrimage, or financial responsibility, that obligation only binds someone who possesses the actual means and strength to carry it out.
This capacity operates across three major dimensions: the inner readiness of the heart, the physical health of the body, and the material resources at hand. Whenever any of these supports weakens or collapses, Islamic law provides ease, concessions, and alternative paths so that worship remains a source of life rather than harm.
At the same time, recognizing human limits deepens our awe of the Creator. While humans are measured only by what they can genuinely bear, all false deities and created beings are completely devoid of independent power. True strength and provision belong exclusively to Allah.

Divine law never burdens human beings with duties they cannot fulfill. While certain aspects of our lives are entirely outside our choice, such as natural health, bodily functions, and preordained provisions, religious obligations are strictly bounded by ability. According to scholars, capacity is the primary prerequisite for divine commands after sound intellect and knowledge.
This mercy is clear across acts of worship. Pilgrimage is mandatory only for those who possess the pathway and means Ali 'Imran 3:97, fasting transitions to feeding the poor when endurance fails, and obligatory prayers are performed sitting or lying down when standing becomes impossible. Allah affirms that He does not burden any soul beyond its scope Al-Baqarah 2:286, and commands believers to heed Him according to their capability At-Taghabun 64:16.
Islamic jurisprudence distinguishes between two types of capacity: legal capacity preceding the action, which forms the basis for commands, rewards, and accountability; and existential capacity accompanying the deed, which reflects divine enablement. Moreover, true legal capacity requires safety from disproportionate harm. If performing a deed worsens illness or risks ruin, the person is deemed legally incapable, and divine concessions immediately take effect.

Capacity of the heart

Beneath every outer physical motion lies inner capacity: the psychological readiness and spiritual resolve of the heart. People naturally vary in courage, patience, and generosity. When calling believers to prepare strength Al-Anfal 8:60 or to be mindful of Him At-Taghabun 64:16, the Quran tailors the demand to what each soul can muster. The command to fear Allah as He deserves Ali 'Imran 3:102 is fulfilled by exerting maximum sincere effort without unbearable guilt.
Divine wisdom accounts for human emotional patterns through gradual training. Obligations like prayer and fasting are accompanied by preparatory acts: ablution, calm steps toward the mosque, and voluntary fasting in Sha'ban all nurture the heart so worship feels sweet rather than exhausting.
Similarly, divine law recognizes that certain emotional states lie beyond human control. In marriage, men are told they cannot achieve absolute equality in emotional affection An-Nisa 4:129, excusing involuntary feelings while demanding fairness in outward treatment. Teachers, reformers, and callers also need inner endurance: the Prophet Shu'ayb committed to reform only to the limit of his capacity Hud 11:88, and Prophet Moses was reminded of the challenge of patient endurance when facing hidden knowledge Al-Kahf 18:67-68.

Physical capacity

Physical capacity refers to bodily soundness free from debilitating impediments. It governs bodily worship such as purification, standing in prayer, fasting, and the physical rites of pilgrimage Ali 'Imran 3:97. When illness strikes, standing in prayer gives way to sitting, and someone unable to bear travel due to advanced age or disability may authorize a proxy to perform pilgrimage on their behalf.
Bodily limits are part of our created nature. In the story of the barrier built against Gog and Magog, their physical strength failed to scale or breach the wall Al-Kahf 18:97. In fasting, those enduring severe difficulty due to old age or chronic illness are granted the concession of paying a redemption by feeding the needy instead of fasting Al-Baqarah 2:184, and alternative expiations apply when consecutive fasting exceeds physical limits Al-Mujadilah 58:4.
Physical exhaustion can also challenge resolve. When the army of Talut crossed the river, many were overwhelmed by fatigue and thirst, feeling they had no strength left to face the enemy Al-Baqarah 2:249. Yet those grounded in firm faith reminded them that ultimate victory comes not through bodily count, but through divine help.

Financial capacity

Financial capacity involves having the material wealth required to fulfill monetary obligations, such as zakah, charity, family maintenance, and pilgrimage costs Ali 'Imran 3:97. True financial readiness for pilgrimage means possessing sufficient provision for transport, personal needs, and the ongoing support of dependents left behind, free from crippling debt.
In family life, support payments for nursing mothers and children are calibrated strictly to what the father can afford Al-Baqarah 2:233. A person of ample wealth spends according to his abundance, while one whose provision is restricted spends from whatever Allah has provided, accompanied by the promise of coming relief At-Talaq 65:6-7.
Material shortage also excuses individuals from obligations requiring expenditure. Believers dedicated to knowledge or worship who are held back from earning due to poverty or injury are expressly commended for their dignified restraint Al-Baqarah 2:273. Meanwhile, the Quran exposes hypocrites who falsely used lack of means as an excuse to avoid mobilization At-Tawbah 9:42. Building shared security requires preparing resources to our utmost ability Al-Anfal 8:60, ensuring every lawful means is utilized according to our financial scope.

Failure to benefit from the means of capacity

Allah has gifted us bodily limbs, health, and free time as instruments to fulfill our purpose Adh-Dhariyat 51:56. When someone possesses healthy limbs, that soundness creates moral accountability. Limbs are witnesses that record our deeds and will testify in the hereafter Fussilat 41:21. True faith blends inner conviction with physical obedience, ensuring external worship is animated by a sincere heart.
Divine concessions must never become an excuse for spiritual laziness. When the Quran tells us to fear Allah within our capacity At-Taghabun 64:16 and notes that He burdens no soul beyond its capacity Al-Baqarah 2:286, it does not validate discarding obligations out of carelessness. Rather, it means exerting genuine effort up to our actual capability, fulfilling the call to fear Allah with true devotion Ali 'Imran 3:102.
Similarly, health and free time are precious blessings. Failing to invest them in good deeds leads to deep remorse. People with means must spend responsibly At-Talaq 65:7 without stinginess or excess. Knowing that Allah desires ease and removes hardship Al-Baqarah 2:185, Al-Hajj 22:78, a grateful believer actively channels youth, vitality, and wealth into pleasing Him before illness, age, or death removes the opportunity.

Denying capacity to what is worshipped besides Allah
From the paper: «نفي الاستطاعة عما يعبد من دون الله»
While human beings hold bounded ability, every object worshipped besides Allah is totally powerless. The Quran challenges idolaters by exposing the utter incapacity of false gods: they do not create anything, cannot bring benefit or ward off harm, and hold no command over life, death, or resurrection Al-Furqan 25:3, Al-Ma'idah 5:76, Yunus 10:18.
These false deities cannot defend themselves, let alone come to the aid of their worshippers Al-A'raf 7:191-194, An-Nahl 16:20. They control no provision from the heavens or the earth and lack all capacity to provide An-Nahl 16:73, Al-Ankabut 29:17. To illustrate this helplessness, Allah presents striking parables: all false gods combined could never create a single fly, nor can they retrieve what a fly snatches from them Al-Hajj 22:73. Relying on them is like leaning on a frail spider's web Al-Ankabut 29:41.
False gods hold not an atom's weight of authority in creation Saba 34:22, Fatir 35:40, and cannot remove affliction Al-Isra 17:56. Calling upon them is as futile as stretching empty hands toward distant water expecting it to reach one's mouth Ar-Ra'd 13:14. Absolute capacity and provision belong solely to Allah, making Him alone worthy of worship and trust.

Linguistic meaning
Derived from the Arabic root taw' (طوع), signifying obedience, compliance, and yielding. Istita'ah means having the power and capability to perform an action.
Technical meaning
Al-Raghib defined it as the combined presence of four factors that allow a person to manifest an action: a specific bodily structure in the actor, a conception of the deed, suitable material receptive to the effect, and an appropriate instrument when required.

- Qudrah is broader and more comprehensive than istita'ah. Every capable person (qadir) possesses istita'ah, but not everyone possessing istita'ah holds absolute qudrah; hence, Allah is described by qudrah but not by istita'ah.

- Wus' is narrower than istita'ah, referring specifically to what a person can accomplish with ease, without experiencing constriction, severe discomfort, or extreme strain.
